WOODSTOCK — Residents will elect three officers and act on several new ordinances at the annual town meeting Monday night.

The meeting begins at 7 p.m.  March 26 at the elementary school.

If all money articles pass, Town Manager Vern Maxfield said the municipal budget for 2012 would be about 6 percent higher than last year’s, which was $1,182,000.

The tax rate is expected to drop by nearly 77 cents from the current $12.85 per $1,000 valuation because of the added value of the Spruce Mountain Wind project, Maxfield said.

Other projects planned by the town that would be paid by wind farm taxes, if approved by voters, would be repairs to the dam on Lake Christopher, at $100,000 and two paving projects totalling $90,000.

Voters will decide whether to re-elect Selectman Victor Young, SAD 44 board member Sheryl Morgan and Whitman Memorial Library Trustee Stacey Millett. Maxfield said nominations are made from the floor and he is unaware of anyone challenging the incumbents.

Residents will decide whether to develop and wind power ordinance and vote on ordinances on fireworks’ sales, occupancy permits and a quiet zone for the village area.

Residents will also be asked to raise $6,000 to help a local group complete funding for a new Veterans’ Memorial at the library. Maxfield said the current veterans’ monument is filled with names, and another is needed to list veterans who fought in Iraq, Afghanistan, and those whose names have recently been identified.

The town will ask for permission to sell two, 40- by 50-foot lots next to the site of the former fire station, as well as open a 1.3 mile section of the Billings’ Hill Road to winter maintenance.

Also, residents will act on a request to raise $50,000 for the purchase of a used squad truck for the Fire Department, $15,000 for General Assistance, $15,000 for assessing and map updates, and $30,000 for discounts and abatements.

The tax rate will be set later in the year and taxes due by Dec. 1, without penalty. Those paid after will be subject to 7 percent interest, if voters approve. Those paid within 30 days of mailing will received a 2 percent discount, if voters approve.
