PHILLIPS — A Franklin County deputy is investigating who spray-painted black paint on parts of a large American flag painted on the side of a barn, Lt. David Rackliffe said Tuesday.
The incident on High Street was reported Saturday morning. Deputy Christopher Chase is pursuing leads in the case, he said.
