JAY — The chairman of the Oxford County Board of Assessment Review will conduct a training workshop for the Jay Board of Assessment Review on Thursday to help them understand their roles and responsibilities.

The Jay board will meet at 5:30 p.m. Feb. 19 at the Town Office.

The board is reviewing Verso Androscoggin LLC’s appeal application of the 2013 tax abatement for the company’s mill and related property in Jay.

Verso has appealed the $829,258 tax abatement selectpersons granted on Jan. 6.

At the time, the board agreed to lower the April 1, 2013, valuation of $815.4 million to $591.9 million, after factoring in exemptions.

Wade Rainey, chairman of the Oxford County board, will walk the Jay board what its role and responsibilities are, Town Manager Shiloh LaFreniere said Wednesday.

Rainey is also a selectman in West Paris and a certified assessor, according to information on the Oxford County Board of Assessment Review website.

The Jay review board is expected to set a hearing on Verso’s appeal following the workshop, she said.

Verso’s appeal stems from its February 2014 filing of an abatement application to the town for the 2013 tax year.

The company requested a $469 million abatement in valuation. It believes the property should have been valued at $460 million for that year, based on a summary appraisal by Duff and Phelps of Chicago.

After the abatement submission, Jay had an appraisal done on the mill by Corporate Valuations Inc. of Oregon that concluded fair market value of the property was $717.2 million before factoring in any exemptions.
