FARMINGTON — Voters will consider a moratorium on applications and permits for retail marijuana businesses at a special town meeting at 7 p.m. Nov. 22 at the Community Center.

On Tuesday, the Board of Selectmen approved the meeting warrant, which includes an article to consider performance standards and definitions for solar energy systems. 

In light of the new state law legalizing recreational use of marijuana, the six-month moratorium would give the town time to adopt an ordinance to govern such businesses.

The moratorium could be extended another six months, if necessary, as long as reasonable progress on the ordinance is being made. Selectmen could approve the extension without voter approval.

The performance standards and definitions for solar energy systems are intended inform the town of new systems and regulate the permitting of residential, commercial and industrial systems.

In other business, the board held a public hearing on an amendment to the Site Review Ordinance that would encourage common entrances on highways for more than one business, Town Manager Richard Davis said. It is about safety, he said, because fewer turns on a busy road would be required.

Also, selectmen approved paying Dirigo Engineering $4,000 for plans for a public restroom at 112 Church St. The money will be taken from the Downtown Tax Increment Financing account.

Dirigo Engineering developed the plans for the new parking lot. Water and sewer connections were left in place for a possible future restroom, which would probably be unisex.

The plans will be available whenever the town decides to move forward on it, Davis said.
