TURNER — Selectmen on Monday discussed the potential impact of a proposed 4.6 percent increase in the 2107-18 budget for School Administrative District 52.

Town Manager Kurt Schaub provided copies of a Sun Journal article reporting a proposed budget of $26.66 million for SAD 52.

The current budget is $25.57 million.

The 2017-18 budget would increase Turner’s assessment by 9.50 percent, according to the article.

The revenue picture remains unclear, Schaub said, “and particularly the net impact on local taxes.”

According to Schaub, “This year, the town’s assessment is $5,606,866. The projected increase, $504,057, will take the assessment to $6,110,923.”

This would increase the tax rate by $1.28, to roughly $18.25 per thousand dollars of assessed property value, he said.

A line-by-line review of the school budget is set for 6 p.m. Thursday, March 16, at Tripp Middle School in Turner.

In other business Monday, the board decided to move forward with a property revaluation. John E. O’Donnell & Associates of New Gloucester originally asked for $205,000, but has agreed to do it for $199,000.

The board reviewed a letter written on its behalf to the Maine Department of Transportation officially requesting the traffic signal at Route 4 and Snell Hill Road be changed to a flashing signal between 8 p.m. and 6 a.m. 

“One of the most common complaints concerns vehicles encountering a red signal on Route 4 at night when there is no other traffic at the intersection,” according to the letter. “Specifically, the signal should flash amber for north/south traffic on Route 4, and red for east/west traffic on Snell Hill Road.”

In other matters, the annual town meeting warrant is complete except for an article on a zoning change. The Planning Board will meet Wednesday, March 8, to finalize details for the article.

The town meeting is scheduled for 9:30 a.m. Saturday, April 8, at Leavitt Area High School. Elections will be held from 1 to 7 p.m. Friday, April 7, at the Town Office.
