LIVERMORE FALLS — Voters will asked on Tuesday, June 29, to raise $4.6 million more for a $14 million upgrade to the Wastewater Treatment Plant.

The special town meeting will begin at 6:30 p.m. at the Fire Station.

T Buck Construction of Turner was the low bidder out of two bids for the project at $13.9 million.

Funding needs to be secured before a contract can be awarded. The bids were opened May 18.

Voters agreed to raise $3.9 million for a loan in 2019 for what was estimated then as a $5.75 million upgrade. The rest was to be paid by grants. By November 2019, however, the estimated cost had risen to $7.75 million. In February, the estimated cost had risen again to $12.2 million.

The $4.6 million includes $100,000 for contingency and the funding gap of $1.7 million.

The total amount of the loan would be about $8.5 million with the remainder being paid by grants.

Though Livermore Falls owns the plant, the upgrade will be split 50-50 with Jay, as the neighboring town’s sewage is also treated at the plant. The operation and maintenance of the facility is paid for by a formula based on sewage flow from each town. As of July 1, Jay’s share will be 56.1% and Livermore Falls’ will be 43.9% to cover the operation and maintenance of the plant. The current rate is 58.2% for Jay and 41.8% for Livermore Falls.

Jay Town Manager, Shiloh LaFreniere, recently submitted a grant application to apply for $1.7 million in congressional direct spending.

The plant is ranked second in the state for improving the environment and financial need, according to Livermore Falls/Jay Sewer Superintendent Mark Holt.
