NORWAY — A special town meeting will be held Thursday, Sept. 16, to ask voters to appropriate $1,228 to cover overdrafts in two accounts and up to $150,000 to construct a new fuel dispensing system for vehicles at the new highway garage.

The Select Board on Thursday unanimously approved the meeting date and four articles to be voted on at 7 p.m. at the Municipal Building at 19 Danforth St.

Voters will be asked to approve spending $931.24 to cover an overdraft in the Debt Service account and $296.82 to cover a shortage in the Animal Control account. The Debt Service shortage was caused by making the final payment for interest on one road bond and the first interest payment on the new road bond.

The overdraft in the Animal Control account is because of the large number of stray cats brought to Responsible Pet Care of Oxford Hills for treatment.

Money for the overdrafts will come from the undesignated unrestricted fund balance.

Voters will be asked to approve up to $150,000 to pay for construction and code updates for the gas and diesel dispensary system.

Town Manager Dennis Lajoie said at the last board meeting that electricity to run the system is hooked to the old garage, which will be town down in the coming weeks. The old system has to be replaced because it is out of compliance, according to the Maine Department of Environmental Protection.

The work would include removing the old system and underground pipes, which Lavoie said are at least 30 years old. If there have been any leaks, the town would have to remove and replace the contaminated soil.

In the interim, C.N. Brown of Paris, which has the town’s fuel contract, will allow town vehicles to get fuel at The Big Apple in Paris at the contracted rate.

Lavoie said the highway garage is expected to be completed Sept. 10. An open house and an Oxford Hills Chamber of Commerce Business After Hours gathering is tentatively set for Oct. 14.

In other business, the board approved a request from Fire Chief Dennis Yates to close Beal Street from Lynn to Danforth streets Wednesday and Thursday, Sept. 8 and 9, between 8:30 a.m. and 3 p.m. to test department hoses.
