NORWAY — The Select Board set a special town meeting for 7 p.m. Aug. 15 at the Town Office to vote on $3.82 million in financing for an ongoing wastewater system project.

The project of replacing sewer lines around town, and repaving and repairing the road above the lines has been going on for at least the past year and will probably continue for another year, according to interim Town Manager Jeffrey Campbell.

The town anticipated the need to take out a bond for the project, but was holding off for as long as possible to avoid paying interest.

“It’s our intent that we’re going to look for financing,” Campbell said at Thursday’s Select Board meeting.

The board first approved a declaration of intent to seek $3.82 million in tax-exempt bonds to be paid back within three years for the “design, engineering and construction of Wastewater Treatment Facility Upgrades,” the declaration reads.

Also on Thursday, the board approved the purchase of a used street sweeper for $50,000 from Allied Equipment of Hartland. The money was pulled from the highway equipment reserve fund.

The 2005 machine the town currently has needs a new engine, according to Steve Powers, highway department foreman.

“The motor is extremely tired,” he said.

Powers received a quote for a new engine for $23,880, but he noted that it would cost another $1,000 to transport the sweeper for repair.

He recommended purchasing the 2014 Global MX3, which previously was owned by the town of Topsham and has 2,100 hours of use on it. Topsham trades in for a new street sweeper every ten years, he said.

“It’s a really clean sweeper. I think it’s been fairly maintained. I think it has a lot of usable time on it,” Powers said.

The town uses the sweeper for 60-70 hours each year.

“I do think it’s a move in the right direction,” Powers said.
