WILTON — The Select Board voted 3-2 Tuesday to allow three part-time employees to carry over earned time, which they previously didn’t know was possible.
Chairperson Tiffany Maiuri, Vice Chairperson Mike Wells and Selectperson Phil Hilton voted in favor; Keith Swett and David Leavitt opposed.
Town Manager Maria Greeley said it came to her attention that not all employees were informed they could carry their earned time over since 2021. She said she strongly believes they should be compensated.
The town did not do a good job in tracking the hours, Greeley said. The total for all three is 33.63 hours. No money will exchange hands.
Selectpersons are hoping that when a new finance and human resource director is hired they will be able to do a better job at tracking hours.
The board voted after a special executive session Aug. 26 to advertise for a supervisor position with the Town Office. The position has already been posted, Greeley said.
The board also voted Tuesday to eliminate the deputy treasurer’s position, which was held by Linda Bureau who recently retired.
Also approved for conditional permits for 30 days were four license renewals for marijuana businesses, pending a legal opinion on the town’s cannabis moratorium. The ban started in October 2023 and was renewed in April for another 180 days.
The moratorium prohibits the licensing of cannabis operations for medical use and adult use. This includes growth, cultivation, testing and retail.
Prior to the vote, Swett questioned whether the board can renew a license under a moratorium.
The board will get a legal opinion on the issue.
The permits were set to expire Tuesday.
They renewed permits are for cannabis businesses owned by Jackie Jackson Zheng for Kennebec Quality Gardens of Hallowell at 128 Weld Road; Biyan Huang of Livermore Falls for Biyan Garden at 128 Weld Road; Xiong Wei Huang for West Side Botanicals of Hallowell at 128 Weld Road; and, Shiang Chen of Shiang Gardens in Livermore Falls for 128 Weld Road.
The Select Board also set a public hearing for a new Cannabis Ordinance for 6 p.m. Sept. 17 at the Town Office. The board also set a special town meeting for 6 p.m. Oct. 1 at a location to be determined.
Wells, the chairperson of the Cannabis Ordinance Committee, said they reworked the ordinance to comply with new state rules, which have changed since the town’s ordinance was developed. It will limit the retail stores to five, which the town already has.
