LIVERMORE FALLS — Selectmen at their meeting on Oct. 15 unanimously approved a $2.1 million bond resolution for the wastewater treatment facility.

“This is for the latest batch of our loans we are doing for the wastewater treatment facility,” Town Manager Carrie Castonguay said. “This comes with the $1 million principal forgiveness as well.”

Board approval is needed to move forward with the paperwork, she noted.

Selectman Jim Long asked what the bond was for.

“This is for the $2.1 million bond that was just recently approved by the bond bank,” Castonguay replied.

Selectman Chairman William Kenniston asked if this was the one that would pay back part of other loans from the federal government.

“Correct, the $7 million,” Castonguay answered. A meeting was held about that last week, information is being waited for, she noted. “We will have an update for you at the first meeting in November,” she said.

Long asked if it had to be approved that night, could it wait until after the status report.

Approval couldn’t wait for the report, Castonguay confirmed.

In May, the Select Board voted to continue improvements to the wastewater treatment facility at an estimated cost of $21 million when it is completed in 2026. Planning for the project began in 2018. Over time as the amount of work grew, the cost went from an initial $5.8 million to $21 million. Grants are estimated to cover $16 million and loans $5 million.

The plant is owned and operated by Livermore Falls and was built about 1972 and upgraded in 1998. It serves sewer users in Livermore Falls and Jay. The two towns are splitting the cost of the upgrade.
