RUMFORD – Police stopped an Oquossoc couple on Cumberland Street Sunday evening, levying several charges against them.

Teresa Broomhall, 42, was charged with operating under the influence and released on $700 unsecured bail. Her husband, Phillip Broomhall Sr., 66, was charged with obstructing government administration and simple assault on a police officer. He was released on $400 unsecured bail. Both are slated to be arraigned Aug. 5 in Rumford District Court.

Sgt. George Cayer said the incident began after officer James Bernard noticed Teresa Broomhall driving with no headlights on at 9:18 p.m. on Cumberland Street and pulled her over.

Bernard attempted to conduct a field sobriety test on Broomhall, but her husband, who was told to leave, returned and reportedly tried to interfere with the arrest by allegedly shoving officer Michael Halacy, Cayer said.

During the process of being arrested by Halacy on Essex Avenue, Phillip Broomhall broke a mirror off a police cruiser, Cayer added.

In other police news, Andrea Hynes, 19, of Rumford and Nicholes Chamberlain, 24, of Mexico were summoned on charges of allowing two dogs to run at large.

Cayer said police received three reports Sunday and Monday about the couple’s allegedly vicious Rottweiler-pit bull mix dogs running loose on Pine Street.

“But it turned out they weren’t vicious,” Cayer added.

A Rumford woman was arrested Sunday afternoon after police were summoned to a Falmouth Street residence by her 12-year-old daughter, Cayer said.

Cheryl Jackson, 38, was charged with two counts of domestic assault by officer Eric DeWitt following an investigation into the daughter’s call for help, he said.

“We got a 911 call from the 12-year-old child saying her mother had assaulted her,” Cayer said. “A 17-year-old child tried to intervene and was assaulted as well.”

Jackson is slated to be arraigned on Tuesday, July 1, at Rumford District Court.

An investigation by Halacy into a late report Saturday of a car-deer collision on the Whippoorwill Road revealed that a 1990 Chevrolet Blazer owned by Randall Hoyt of the East Andover Road sustained $2,000 damage.

Cayer said the incident was reported 12 hours after the crash. A town crew removed the dead deer from the scene.

Halacy is also investigating a criminal mischief incident at the Puiia building on Prospect Avenue where someone broke out a large pane of glass.

The incident is believed to have occurred Friday night or Saturday morning, Cayer said.

Although Halacy said the property owner was contacted Saturday, a large board wasn’t placed in the window frame until Monday afternoon. As a result, police received several complaints about the vandalism over the weekend.

Puiia’s hardware and building supplies store, a longtime fixture in Rumford, has been closed for nearly two years.
