LIVERMORE FALLS – Selectmen refused to hold a scheduled hearing Monday night on Wesley Bowen’s request to transfer his Riverview Pub liquor license from 7 to 17 Depot St.

The board said he needs to appear before the Planning Board for approval of the change of business location.

“We can’t vote on moving a license to an empty lot,” Chairman Bill Demaray told Bowen. After the Planning Board gives its approval, then the license can be addressed, he explained.

Demaray recalled there had been several complaints when a bar was located at 17 Depot St., that planners had attached several conditions to the permit and that they must be met before a license can be approved.

Bowen said he will talk with the code officer about getting on the Planning Board’s Aug. 20 agenda.

Peter Riordan told the board about his unsuccessful attempt to get back taxes he paid on 37 acres of land when he only owned 28. He was told to file a formal abatement request so it could be brought before them.

Apparently the error goes back 27 or 28 years but he can only get an abatement for three, he was told, as he was responsible for reporting the mistake.

“Maybe you should put an ad in the paper to tell other taxpayers about it,” he told the board.

In other action, approval was given for Boralex to work near the fence separating the town lot from its lot, so it can expand its fuel yard. The board also authorized Town Manager Alan Gove to sign the ambulance contract with Franklin Memorial Hospital.

Franklin Savings received the contract for a tax anticipation note at 2.9 percent.

Nonunion employees discussed the Personnel Policy with the board, seeking several changes that were approved. They also met with the board in executive session on personnel matters at the close of the meeting. Approved by selectmen were: removal of a clause allowing dismissal of an employee with out cause, return of the two “choice days” previously taken out, inclusion of the sewer superintendent and police chief in the policy, mileage reimbursement according to federal schedule, inclusion of Martin Luther King Jr. and Patriot’s Day in the holiday schedule, rewording of the pay schedule portion and addition of “most advantageous union contract” relative to pay raises.

The policy will be sent to the Maine Municipal Association for review.
