RUMFORD – A police roadblock on Route 2 netted four people on a recent Friday night on alcohol and narcotic related charges.

Bryan T. Davis, 20, of North Haverhill, N.H., was summoned by officer Douglas Maifeld for possession of drug paraphernalia after a search of his vehicle, said Sgt. George Cayer.

Shortly before that at 11:30 p.m., Cayer stopped and summoned driver Keith Kennedy, 39, of Rumford, and his passenger Bryce Hanington, 38, of Rumford on charges of possession of marijuana and consuming alcohol while operating on a public way.

At 11 p.m., officer Brock Clukey arrested Kristopher Knapp, 44, of Rumford, charging him with OUI, second offense.

After being booked, Knapp, who had a blood alcohol level of more than twice the legal limit of .08, was released at 12:30 a.m. Saturday on $1,000 unsecured bail, Cayer said.

But the story didn’t end there.

“Clukey got him at 11 p.m. and (Knapp’s) truck was towed to Adley Auto Sales (on Prospect Avenue),” Cayer said. “Then we decided to take a break on the roadblock because we’d been out there for four hours and as we were returning to the station, (officer Daniel) Garbarini spots a cab dropping a guy off at Adley’s.

“So he turns around at the bottom of Falls Hill and is going back up the hill when he meets the cab and Knapp’s truck coming down. We checked with the cab driver who confirmed that he’d dropped Knapp off at Adley’s and Garbarini pulls over Knapp less than a mile from where we had the roadblock.

“We caught him the first time with a blood alcohol level of .19 and the second time it was .16, which is two times the legal limit,” Cayer said.

Garbarini then arrested Knapp less than 20 minutes after he was released, charging him again with OUI, second offense, and violating conditions of release. Knapp was then transported to Oxford County Jail in Paris.

“You must be convicted of the second OUI before you can charge him with a third offense, but I believe we should be able to charge someone with a third offense in cases like this. It makes me wonder what he would have done if he would have come around the corner up there and spotted the OUI roadblock again if we hadn’t taken a break,” he added.

From the first OUI stop, Knapp got an Oct. 7 arraignment date in Rumford District Court. But as for the second offense, Cayer said it’s up to a judge to decide when Knapp will be arraigned.

Others summoned include:

• John Sylvester, 36, of Peru, on charges of speeding, illegal attachment of registration plates and for having no inspection sticker, Aug. 18 by officer James Bernard.

• Jessica Marie Gardner, 20, of Rumford, on a charge of assault on a 14-year-old girl, Aug. 15 by Sgt. Tracey Higley.

• Aimee Lemay, 25, of Rumford, on a charge of littering, Aug. 11 by Sgt. Cayer.

• Richard Lee Downs, 52, of Rumford, on a charge of violation of conditions of release, Aug. 8 by officer Maifeld. Downs has a date of Sept. 2 in Rumford District Court.

• Sharon Gardner, 37, of Jay, on a charge of simple assault, Aug. 8.
