LISBON – Selectmen on Tuesday night authorized Fire Chief Sean Galipeau to sell four pieces of fire apparatus that will no longer be needed when two new trucks are purchased.

They also approved a plan to refurbish both E.T. Smith Hose Company and the Lisbon Falls fire stations to accommodate the new larger trucks. Much of the work will be done “in-house” using donated equipment and time by longtime firefighter Jim Kelly, and volunteer labor by firefighters, many of whom are knowledgeable in the field of construction.

It was agreed to earmark proceeds from the sale of the used trucks to pay the balance due on the ladder truck. Money left from bond issue proceeds will be used to pay the cost of renovations. It was estimated the work at both stations can be done for about $26,000.

The town will be the general contractor and Town Engineer Ryan Leighton will be clerk of the works to oversee both projects.

Selectman Mike Bowie asked that the town make sure the work is done to federal Occupational Safety and Health Administration standards. Board member Ed Madden said it was “great to see a new fire chief getting such cooperation from firefighters and commended Jim Kelly for his work.

Approved after review were updated Fire Department standard operating procedures as presented by Galipeau.

Leighton reported that an inspection of the Pine Street sewer line revealed a broken sewer main. It was agreed to hire Labbe and Son to make repairs at the quoted cost of $21,758. As for problems with the D&B pump station, it was voted to seek legal advice regarding “insurance liability.”

A draft of proposed park regulations was presented by Faye Brown for review.

Eight social service agencies, Catholic Charities Maine, Tedford Shelter, Advocates for Children, American Red Cross, Community Concepts, Children’s Center and Abused Women’s Advocacy Project gave brief presentations seeking contributions from the town. They and nine other agencies will be considered for funding. Voters at town meeting appropriated a total of $10,000, leaving the decision on how to distribute the funds to selectmen.

No action was taken on an application for a mass gathering permit from the Lisbon Community Merchants Association because it lacked a signature.

Selectmen authorized Faye Brown of the Green Thumb Gang to spend $175 for benches for town parks and accepted Richard Nadeau’s resignation from the Trail Committee.
