FARMINGTON – On Tuesday, selectmen will again consider bike racks for downtown and also discuss a policy about placing banners on town property.

In addition, a rail trail improvement group is scheduled to give a presentation about putting a hard surface on 14.5 miles of a former railroad bed, which runs from Jay to Farmington. The group is raising money to improve the trail and to also rebuild a bridge that crosses the Sandy River to connect West Farmington and downtown Farmington.

The board will also hear a proposal from a town resident for a noise control ordinance. The citizen has concerns about noise from the fairgrounds, especially boom boxes, Town Manager Richard Davis said.

The meeting starts at 6:30 p.m. at the conference room in the Municipal Building.

Davis said he hopes selectmen reach a resolution on a Downtown Business and Professional Association’ proposal to install six to eight inverted U bike racks on downtown sidewalks. These racks could each hold two bikes.

Selectmen tabled the request last month so that Public Works Director Mitch Boulette and Davis could meet with Ernie Scholl from the association.

Concerns about snow removal from sidewalks may be solved by putting racks near buildings rather than the curbs. Davis said he has a couple of ideas that he’ll present.

The town manager also has added size restrictions of 16 square feet on banner sizes to a proposed policy on banner space use on town property. That proposal would allow a banner 2-feet by 8-feet to be hung.

Davis has proposed that the board adopt a written policy to set clear guidelines about who is eligible to put up banners to announce community events. In the initial discussions, selectman’s Chairman Mary Wright proposed banning banners on the two sites where the town allows nonprofit groups to put banners.
