RUMFORD – Nine area people nabbed this spring in two drug raids by police have been indicted by the Oxford County grand jury.

They are:

• Kevin Michael Arsenault, 30, of 3 Spring St., Mexico, on one count each of aggravated trafficking in marijuana and criminal forfeiture ($780) of purported drug money.

• Bonnie S. Bouchard, 20, of 76 Maine Ave., Rumford, on nine counts of aggravated trafficking in marijuana and several prescription pain killers.

• Thomas E. Cowdrey, 48, of 30 Falmouth St., Rumford, on three counts of trafficking in oxycodone (OxyContin).

• Helen M. Crider, 41, of 30 Falmouth St., Rumford, on three counts of trafficking in oxycodone (OxyContin).

• Christopher Lee Dougherty, 22, of 62 Backkingdom Road, Mexico, on two counts of unlawful trafficking in oxycodone (OxyContin).

• Shawne Randall Gardner, 29, of 428 Waldo St., Rumford, on one count each of trafficking in marijuana and oxycodone, a count of trafficking in dangerous knives and a count of criminal forfeiture ($570) of purported drug money.

• Daniel James McCann, 26, of 512 Kennebec St., Rumford, on one count of aggravated trafficking in cocaine.

• Jeremy A. Richards, 32, of 244 Pine St., Rumford, on one count each of aggravated trafficking in marijuana and amitriptyline.

• Rhana C. Wood, 19, of 700 Roxbury Road, Mexico, on four counts of trafficking in prescription pain killers.

All are either awaiting arraignment or probable cause hearings in Rumford District Court later this month or in October.

Aggravated trafficking charges stem from selling drugs within 1,000 feet of a school.

Aside from marijuana, other drugs being trafficked were opiate-based pills which were targeted by up to 35 police officers in several raids, police said.

Most of those indicted were nabbed following a joint investigation by Rumford police and the MDEA, who used an informant wearing a wire to purchase the drugs while police recorded the sales either electronically or visually.

Arsenault, who was arrested in Mexico on April 3 by Maine Drug Enforcement Agent Tony Milligan, offered no plea at his Aug. 5 arraignment. He faces a probable cause hearing at 8:30 a.m. Tuesday, Oct. 14. He remains free on $25,000 unsecured bail.

Bouchard was arrested on May 21 and charged with trafficking in oxycodone, mepridine, propoxyphene, and marijuana on March 20 at her residence, which is 435 feet from St. Athanasius and St. John School.

Bouchard was also charged with trafficking in meperidine, penicillin, ciprofloxacin, bactrim and amitriptyline on March 26. She remains free on $20,000 unsecured bail and will be arraigned at 8:30 a.m. on Tuesday, Oct. 7.

Cowdrey and Crider were also arrested on May 21 and charged with trafficking in oxycodone (OxyContin) in 20 milligram tablets on March 4, 6 and 26. Both, who remain free on $5,000 bail each, are slated to be arraigned at 8:30 a.m. on Oct. 7.

Arrested on May 22, Dougherty was initially released on $5,000 unsecured bail. However, in July, Mexico police arrested and charged him with a July 16 burglary. Subsequently, the Aug. 29 grand jury also indicted him for one count of burglary, two counts of theft, a count of criminal mischief and violation of conditions of release. He remains in Oxford County jail.

At his arraignment on Sept. 4, Dougherty pleaded not guilty to all charges. His probable cause hearing was continued to 8:30 a.m. Tuesday, Sept. 16.

Gardner, who was arrested on May 21 and released on $20,000 bail, is slated to be arraigned at 8:30 a.m. on Oct. 7.

Arrested on April 3 and released on $10,000 bail, McCann pleaded not guilty at his June 3 arraignment. His probable cause hearing is slated to continue at 8:30 a.m. on Sept. 16.

Richards, who was arrested on May 21 and released on $10,000 unsecured bail, is slated to be arraigned at 8:30 a.m. on Oct. 7.

Wood, who was also arrested on May 21 and released on $10,000 unsecured bail, will be arraigned at 8:30 a.m. on Oct. 7.
