Ma Duck’s license.

JAY – Voters have a chance Monday to decide whether to amend the town’s environmental and flood-plain ordinances.

Following the special town meeting scheduled for 6 p.m. at the Community Building, selectmen are expected to discuss a renewal of a special entertainment license for Ma Duck’s bar.

Selectmen tabled action on the license Sept. 15 until they could talk to Police Chief Larry White Sr., after residents complained at a public hearing about noise, parking and beer bottles left behind.

Voters are to consider amendments to the town’s environmental control and improvement ordinance and flood-plain ordinance, including upgrading terms to coincide with state and federal definitions and regulations.

In addition, fee amendments to the environmental ordinance would decrease the amount industry pays for air, water and solid waste facility permits, and increase what people pay for subdivision permits.

The annual fees for air, water and solid waste permits are based on the town’s best estimate of the actual costs necessary for the town to administer and enforce the environmental ordinance.

Proposed air permit fees would decrease from $20,000 to $15,000 for 1 ton to 1,000 tons of permitted emissions; decrease from $30,000 to $25,000 for 1,001 tons to 4,000 tons permitted emissions; and decrease from $40,000 to $35,000 for 4,001 tons plus.

A water permit fee would be reduced from $10,000 to $5,000. The first million gallons of permitted flow is exempt from the annual fee.

Solid waste facility permits would be reduced from $40,000 to $35,000.

The permit free for a subdivision, a division of a tract or parcel of land into three or more lots within a five-year period, would increase from $25 to $100, plus $40 per lot.
