HARTFORD – Code Enforcement Officer Kay Hawkins told selectmen Thursday night that two dump sites are to be cleaned up by Nov. 1, and she has issued several citations to homeowners for illegal junkyards.

Though three or more unregistered vehicles on one’s property constitutes a junkyard, as defined by the state, there are some exceptions. The new law that goes into effect this month also states that junkyards are banned within 300 feet of public buildings, parks, playgrounds, bathing beaches, schools, churches, cemeteries and 100 feet of any highway. They are also banned within 300 feet of any well not on the owner’s property.

Hawkins said she is moving from Norway to Hartford and can be reached for the next six weeks through the town office or through Jean Gammon at 597-2432.

In the absence of Road Commissioner Bim McNeil, selectmen Chairman Scott Swain said Pratt Hill Road has been ditched, culverts have been put in and potholes have been patched.

Gurney Hill Road has had cold patch applied in some parts and hot patch put in areas of high truck traffic. Ditching has been done except where blasting is needed. Carey Hill was worked on to keep water from going across the road, but more ditching would be necessary next year.

Oct. 20 is the date for Pike Industries to pave Town Farm Road.

Swain said the town is down to the wire on road finances for the year, and he has asked the road commissioner to hold up on anything new. The board approved his action.

The board appointed Dan Maddox to the Planning Board to replace Dave Kraske who resigned. They also appointed John Convey and Arthur Harvey as alternates to the Planning Board.

Selectman Lee Holman reported attending a Community Development Block Grant meeting in Augusta.

Scott asked her to find out whether towns could apply for more than one grant at a time. There is a pressing need for a salt and sand shed and accessibility to the beach.

Town Manager Monica Mailly passed out audit report recommendations.

Scott tabled discussion until board members had time to read the recommendations.

Mailly said they were already doing many of the things on the list, and Scott said they needed to implement all as soon as possible.

The board is again requesting to meet with the Pine Shores Association on the town beach accessibility situation.

There will be a public potluck supper from 6 to 8 p.m. Friday, Oct. 3, at the town hall.

The board went into executive session to discuss litigation with Kenneth Mains.
