AUBURN – A man convicted of sexually abusing children under the age of 8 has moved to Moore Avenue.

Police were warning neighbors and area school officials that 49-year-old Deland Eldred Small is considered a high risk to re-offend.

Small was originally charged with two counts of unlawful sexual contact for his sexual involvement with a boy and a girl in Lewiston.

He entered plea negotiations and on Sept. 24, admitted to a single count of unlawful sexual contact. Small spent a week in jail following his conviction.

Police recently learned that Small had moved to 15 Moore St. following his release from the Androscoggin County Jail. They also learned that he scored high on a sex offender assessment following his release.

According to the Adult Sex Offender Assessment Protocol, which all convicted offenders are subjected to in this state, anyone who scores higher than a six is considered high risk. Small scored a nine, according to police records.

“According to his probation officer, Mr. Small is a very high risk,” said Auburn Police Capt. Kevin Mulherin.

Small also has a history of crimes against children, according to court records. In 1991, he was convicted on charges of assault and indecent conduct for touching a child and exposing himself to the victim.

Small was sentenced in that case to 25 days in jail. Later convictions for violating privacy brought him suspended sentences.

Police do not want people to harass Small now that he is free from jail. However, they do want residents to report suspicious behavior.

Small was ordered by the court to serve two years of probation following his release from jail. As part of that, he is prohibited from having contact with anyone under the age of 16.

Small will also be added to the Auburn police list of sex offenders living within the city. The list can be found at www.auburnpd.com.
