Key elements of five alternative plans to regulate New England fisheries, being considered at a meeting this week of the New England Fishery Management Council. A federal judge must approve the council’s final recommendation before it would take effect next year.

1. Reducing fishing days at sea by 65 percent; reducing fishing days at sea in the Gulf of Maine.

2. Lowering the catch limit on cod in Georges Bank; extensive gear changes.

3. Developing different rules in different geographic areas based on the fish in those areas.

4. Annual quotas on protected species that would trigger closing certain areas to fishing.

5. Creating a new class of fishing days on which fishermen can target only healthy stocks, such as haddock.
