Voters will also be asked to enact changes to park regulations.

LISBON – A special town meeting Tuesday, Dec. 9, at the Marion T. Morse School gymnasium will be preceded by a 30-minute public hearing at 7 p.m.

The hearing will give the public the opportunity to comment on a proposal for a municipal development and tax increment financing district and the adoption of a development program, on behalf on Enterprise Electric Inc. of Lisbon Falls.

The proposed TIF consists of approximately 2.97 acres in the Industrial Park on Capitol Avenue in Lisbon Falls, and owned by Jim and Claire Kelly.

A copy of the proposed development program for the TIF will be on file with the Lisbon town clerk prior to the the public hearing and may be reviewed at the Clerk’s Office during regular business hours.

Also on the warrant is the issuance of general obligation bonds, not to exceed $350,000, to pay for the installation of grit and rag removal systems at the pollution control plant on Summer Street.

Voters will be asked to enact changes in the existing park regulations, which will ban both smoking and alcohol possession or consumption in all eight parks – Beaver Park, Smith McCarthy Park, Summer Street Park, Gazebo Park, Thomas Field Memorial Park, Pinewoods Road Ball Field Park, Mill Park (bicycle-pedestrian trail area from Frost Hill to Mill Street); and Oak Street Park.

Other new provisions to be added to the existing regulations: hours limited to 7 a.m. to sunset, unless by permit; Beaver Park to be closed to all vehicles, when park personnel determine the road impassable; all motor vehicles, including snowmobiles, on Beaver Park property to be limited to roadways, marked snowmobile trails and parking areas only; snowmobiles, ATVs and dirt bike riders will be required to purchase a pass to cross or use Beaver Park.

Also, no motorized vehicles, except emergency, motorized wheelchairs, town maintenance, and snowmobiles, will be allowed in Miller Park. Permits will be required for the use of Gazebo Park for events; use of the Pinewoods Road Ballfield Park will be controlled by the Recreation Department, under rules approved by the Recreation Committee.

Article four seeks to amend the street names code by adding the requirement that all lots in mobile home parks must display and maintain in a conspicuous place, the number assigned to the home, the same as is required of all other structures within the town.

Copies of the town meeting warrant containing the articles to be voted on are available at the town office.

Parks to be regulated include Beaver Park, Summer Street Park, Smith and McCarthy Park, Gazebo Park, Thomas Field Memorial Park, Pinewoods Road Ball Field Park, Miller Park, and Oak Street Park.
