HARTFORD – Selectmen unanimously adopted a snow plowing policy Thursday night that prioritizes the roads to be cleared first.
Routes 219 and 140 are to be kept clear during an entire storm. Secondary roads such as Church, Perry and Town Farm roads would follow. Lastly, the roads with few residences would be opened.
It is the intention of the Board of Selectmen and the road commissioner to open all roads as soon as is reasonably possible. When the storm is over the road commissioner will widen the roads and respond to problem areas within 48 hours, the policy states. Concerns and complaints should be directed to the Town Office during regular hours and to the Board of Selectmen Chairman Scott Swain after hours.
Road Commissioner Bim McNeil reported he answered complaints on Davenport, Pine Shores, Green Acres and Goding roads Thursday and had added gravel in the washed-out areas.
Jeff Stern from the Oxford County Soil and Water Conservation District reported on the status of a project on Church street. He said the board recently decided to put $500 into the Church Street project at the Thompson Brook crossing. Presently drainage from Church Street goes into Thompson Brook, which feeds into Canton Lake. This has potential for pollutants to enter the lake. Ditching is needed from the orchard on Church Street past the brook. With other available funds he thought the work could be done for around $2,000.
Dave Kraske delivered his report on work he and John Convey have done toward aiding the upcoming revaluation. They have checked 1,049 sites in Hartford and recorded changes in residences since 1993 when the last valuation was completed. He has also spoken with John O’Donnell and Associates about revaluation and presented a complete report to selectmen.
He also recommended that due to the work he and Convey had done over the past year, that Hartford should be able to negotiate with O’Donnell.
Swain will contact O’Donnell and his recommendation will be subject to the annual town meeting vote.
Beverly Murphy of the road committee gave a report on a road inventory workshop she recently attended. A report from Bob Calawa, another member of the road committee, was given to the selectmen.
Swain reported that a settlement had been reached with Kenneth Mains over the land use dispute at his Canton Lake lot. Mains is withdrawing his suit and appeal and a settlement is to be filed with District Court.
Animal Control Officer Lianne Bedard reported that the framing is up for the horse barn on Gurney Hill, but the horses are still in a temporary shelter.
The next selectmen’s meetings are scheduled for 7 p.m. Jan. 8 and 22.
