RUMFORD – Selectmen will explain the rules and regulations governing the operation of taxicabs in town when they meet Thursday.

The meeting begins at 7 p.m. in the conference room of the Municipal Building.

Selectmen tentatively granted a cab license to one such business last week, provided the owner of the cab company returns to this week’s meeting to review the regulations. Town Manager Robert Welch alleged that both Courtesy Cab and Roadrunner Cab, another company, which will appear for its license on Thursday, violated the town’s bylaws.

The board also plans to clarify whether it wants the elimination of the use of exhaust brakes by tractor-trailer trucks on the Route 108 hill entering the town at all times or only during certain hours. Some residents have complained about the noise when such brakes are used. The town erected a sign banning the use of exhaust brakes on the hill about a month ago.

Other agenda items include an explanation by Adelphia spokeswoman Shelley Winchenbeck regarding the recent cable fee increase prompted by a switch to digital and reports by the town manager and selectmen.

A closed session is scheduled with town lawyer Jennifer Kreckel and Rumford Police Chief Timothy Bourassa and Public Works Director Andy Russell to discuss Police Department and Highway Department union negotiations. Three-year contracts for each bargaining unit expired June 30.
