An Otisfield man was among those arrested.

PORTLAND – An Otisfield man and three others were arrested for illegal sales of Oxycodone by federal drug agents and Windham police, the U.S. Department of Justice said Monday.

Richard Foster, 41, of 554 Powhattan Road, Otisfield and Ray Pottle, 47, of Windham were arrested Friday and charged with possessing with the intent to distribute Oxycodone.

Also arrested on Friday were Richard Smith, 43, and David Hanks, 42, both of Windham. They were charged with distributing Oxycodone and aiding and abetting such conduct.

OxyContin is the registered trade name for a lab-produced drug containing Oxycodone, an opium derivative prescribed for pain by prescription only.

According to court documents filed by Ernest W. MacVane, agent for the U.S. Drug Enforcement Administration, an informant told agents that Smith was willing to sell the drug, which he obtained in part from Hanks, his brother.

After a monitored sale, agents arrested Hanks in his vehicle and Smith at a Windham fitness center, where he worked, according to the document.

The document said that Hanks told agents that Foster was scheduled to sell him more pills.

The agents set up another monitored buy and arrested Foster, who worked for the Portland Public Works, as he was operating his sidewalk sweeper.

After his arrest, Foster identified Pottle as his source of supply, documents said.

Pottle was arrested after another monitored sale with Foster.

The four men face prison terms of up to 20 years and a fine not to exceed $1 million.
