FARMINGTON – The Farmington Planning Board will hold public hearings on two issues at its meeting Monday. There are at least four other items on their agenda as well.

A proposed 100-bed residence hall on UMF property between Lincoln and Perkin streets will be at the top of the agenda. A public hearing on the proposal will be held after the minutes from last meeting are recounted, and after minutes from a May 24 site walk are read.

Board members were reluctant to make a recommendation at their last meeting, citing the need for more study. At issue were increased sewer capacity needs.

The sewer project’s cost was estimated at $300,000, with the town paying 75 percent and the university contributing the remainder.

The Sandy River Recycling Association will present a plan for a composting facility at its site on Dump Road. The group hopes to provide composting for Franklin Memorial Hospital, UMF and SAD 9 for all pre-consumer waste – specifically for food waste that never makes it to the plates of students, patients or others. The group hopes to be able to sell nonchemical fertilizer – the product of composting – to the university, said Ron Slater, manager of Sandy River.

Food waste, he said, makes up 20 percent of the waste stream.

He also said the project is supported by various state governmental organizations and will be a regional pilot project.

Also on the agenda is a hearing on the conversion of a single-family residence to a six-unit building at 109 Court St.

The board will also consider the subdivision of the former Osborne farm in Farmington, which was recently sold to Scott and Thomas Dillon. They want to divide the land to build several housing units.

Also, Matthew Frank will make his case to divide 10 acres at Knowlton Corner Road into two 5-acre parcels, and the board will take up a permit application by Alan Archibald to build a 30-by-40-foot garage with adjoining office on Poverty Lane.
