PARIS – The Planning Board will be reviewing plans by two new businesses that want to serve liquor at Market Square.
Both Playmaker’s Lounge, at 22 Market Square, and the Smilin’ Moose Publik House and Tavern at 10 Market Square will need approval from the board for a change of use, Chairman John Barlow said Tuesday.
James and Jamie McClendon, brothers and partners in the Playmaker’s Lounge sports bar, were scheduled to appear before the board at a special meeting Tuesday. The meeting was canceled at the request of the McClendons, who needed more time to meet the board’s requirements for a completed application, said Barlow.
“There were some deficiencies” in the application submitted last week, Barlow said. Particularly, all abutters were not given the required notification.
A change-of-use permit is required because the commercial space was previously used as a fitness center. Similarly, the Smilin’ Moose tavern, planned by Dan and Kathleen DeLuca, needs a change-of-use permit because that space was previously used as a physical therapy office.
Barlow said a change-of-use review is especially warranted when the new use involves the sale of food or liquor, as regulated by the state.
The Smilin’ Moose plans a dining area and lounge. Playmaker’s will focus on entertainment, including big-screen TVs and pool tables.
The Board of Selectmen approved a liquor and entertainment license for Playmaker’s on June 21 at a meeting that drew a sizable crowd of concerned residents. A liquor license for Smilin’ Moose was approved a month earlier.
The space the McClendons plan to use was once home to Pete’s Pool Hall, where bands played on weekends and patrons often got rowdy.
Barlow said the Planning Board and selectmen have scheduled special meetings to help speed the approval process for the McClendons, who have invested money in renovations.
“I think both boards are going above and beyond the call of duty” to accommodate the brothers’ needs, he said. When a space has to comply with more regulations, it faces more scrutiny by the town, he added.
When the McClendons are ready to go forward, their application will be placed on the Planning Board agenda, said Barlow.
