WILTON – Planners will send a letter to the owners of a camp on Lakeside Avenue stating that the work being done there is not what they intended when they granted a permit last year.

Last August, Code Enforcement Officer Brenda Medcoff told the board that William Rounds wanted to put metal roofing on his camp, increase the roof pitch and replace the outer structure with a log construction to support the new roof. Medcoff said at the time that Rounds also wanted to repair the foundation.

The current code enforcement officer, Katherine Shoaps, told planners she noticed that the camp was being redone from the ground up, which violates town ordinances for a nonconforming lot. The home does not meet required setbacks from the water.

Planners reviewed the original permit and discovered that the wording coincided with the work that was being performed. They said they remembered that the original interior walls were supposed to be reused.

The owners have completely rebuilt the home using a log construction kit. Rounds did not increase the size of the home.

Planners said that while the property owner cannot be held accountable because the permit allows the work, it was not the planners’ intent when they granted the permit.

“That’s not what we voted for,” planner Sheryl Mosher said.

Chairman Russell Black agreed. “That’s definitely something we would not allow,” he said.

Black suggested that planners check the wording of permits in the future.

Shoaps also asked whether the home will now be considered a year-round residence, particularly if it is sold. The home does not have a heating system, other than an old fireplace.

Planners said they will notify Rounds that the building is still considered a seasonal camp.
