HARTFORD – David Bowen of Pine Shores told Planning Board members that he had permission to speak on behalf of the Pine Shores Homeowners Association at a board meeting Wednesday.

Bowen attempted to get the board to make a decision on the request from the association for a new subdivision application.

A longstanding conflict between the town and Pine Shores over beach access and trash pickup had prompted the association to seek an amendment to strike the clause in the original application that said Pine Shores would be responsible for its own trash disposal.

Bowen was not given an answer as he didn’t have written permission to speak for the Pine Shores group from association Chairman Mike Swanick.

Both selectman Chairman Scott Swain and Planning Board Chairman Dan Maddox said they had been told by Swanick that Bowen did not represent the homeowners. The request was to be considered at a Thursday night Planning Board workshop.

The Hartford Planning Board also voted on officers and set lengths of terms at Wednesday’s meeting. On a vote of three to two, Maddox was re-elected as chairman, Morrill Nason was elected as vice chairman and Vicky Brown was elected as secretary.

The length of terms for the board members was set at four years for Arthur Harvey, two for Brown, five for Judy Hamilton, three for Maddox and one for Nason.

The length of terms adjustment was required to be in compliance with the five-year ordinance in the bylaws.

The board also heard an appeal from Wayne and Hilda Schulz, who questioned why their application for a cabin addition had been rejected. They reside in Florida and had not been notified by mail that the application had been rejected.

After lengthy discussions and attempts at clarification, it was decided that the application would be considered again. Another site review was scheduled to more accurately map distances from the high water mark of Canton Lake and areas of wetland on the property.
