BETHEL – Townspeople can expect a special town meeting in mid-September. But selectmen won’t decide which of several proposed items will make it on the agenda until their Monday, Aug. 23, meeting in the municipal office.

Town Manager Scott Cole listed seven possible appropriation matters and a like number of potential ordinance actions.

Appropriations include taking money from the undesignated fund balance for the following:

• The local share of a Federal Emergency Management Agency-sponsored Androscoggin River bank stabilization project at Davis Park.

• The local share of a FEMA-sponsored sewer outfall diffuser repair project.

• Reducing the fiscal year 2005 tax commitment.

• The installation of a pump station at the town’s new Angevine Park swimming pond on the North Road.

Other projects include spending money in the general fund budget equal to anticipated tax revenue derived from airport properties, transfer station funds, and funds for final paving at the town’s newly expanded fire station.

Ordinance actions include:

• Clarifying fire protection standards in subdivision review.

• Clarifying town acceptance of easements.

• Amending shoreland zoning to address Karen Paul’s June 2003 request and similar situations.

• Increasing the bidding requirement threshold from $3,500 to $10,000 or higher.

• Revising the Sewer System Development Charge system.

• Clarifying the relationship between the Airport Authority and Board of Selectmen in fiscal matters.

• Redefining membership numbers and requirements on the Airport Authority board.

After discussion of a few issues, the board tentatively set a special town meeting date for Monday, Sept. 13, which is the date of the board;s next regularly scheduled meeting after the Aug. 23 meeting.
