NORWAY – Pearl, Deering and Cottage streets residents may see some unexpected road, water and sewer improvements in coming months.
Work now being carried out on Beal Street is worth extending, Town Manager David Holt said Monday. That’s why the Norway Board of Selectmen on Thursday will consider a $356,000 loan that could pay for the added projects.
“Because it’s a low rate and because there’s so much of this work to do, it seems to make some sense to do as much work as we can,” Holt said. “Because it won’t get cheaper.”
The Norway Savings Bank loan has been offered with a 4.23 percent interest rate, he said.
Holt added that surveys of Norway residents have shown support for road, water and sewer improvements in town.
The extended work would mean new sewer and water lines and paving on Deering Street between Pearl and Summer streets, and on Pearl Street from Deering to Cottage street. Sidewalk upgrades are being considered as well.
Over the last two years a combination of federal loans, grants and borrowed dollars has paid for extensive work on Main Street, Lake Road and Beal Street, Holt said.
The Norway Water District has secured about $880,000 in grants and loans for the work, he said. The Norway Waste Treatment Plant has been awarded $200,000 in grant money and will have to borrow $644,000.
The Maine Department of Transportation contributed work on Lake Road valued at about $880,000, Holt said.
Norway also secured $400,000 in Community Development Block Grant money, in addition to the $356,000 it may borrow.
“If you combine everything – all the money from everybody – it’s about $3 million,” Holt said.
Selectmen on Thursday also will consider $80,000 in improvements slated for Marston and School streets.
To cover the work, Holt said, Norway has been awarded $60,000 in grant money by the Department of Transportation. The remaining $20,000 will come from an account set aside for sidewalk improvements, Holt said.
The Marston and School streets project is planned for next year.
“Once Marston and School street gets done, that means there will be pretty good sidewalks from Lake Road all the way down to Alpine Street,” Holt said.
