OTISFIELD – Dan Simoneau of Bridgton presented his completed plan for a religious camp on Saturday Pond to planners Tuesday night, but no action was taken because the application fee was not paid.
Simoneau is proposing a camp to house 200 to 250 transient residents for religious retreats. He will live at the facility year-round. There will be no alcohol or smoking allowed at the camp, Simoneau said.
The plan was submitted to the Planning Board by Manasseh Inc. in late June. The nonprofit group purchased 156 acres on the pond for the project.
The first construction will house dining space, meeting areas and housing for Simoneau.
The plan had called for two buildings and playing fields. The second building will house campers. A third building has been added to the proposal at the suggestion of the State Fire Marshal’s Office to house water for the sprinkler systems and power and phone lines for the camp.
Simoneau was more than 45 minutes into his presentation when board members Win Webster and Dan Peaco noted the application fee had not been paid. The fee is $100 per building proposed and must be paid to the town.
Simoneau said he could write the check, but the board said they could not accept it.
Simoneau noted that his new plans show that the buildings are outside the shoreland zone. He said the road to the camp is not complete, but he has met with Road Commissioner Richard Bean Sr. and plans to follow his advice.
Three parking lots are included in the plans. One is for 10 vehicles, one for 12 and the third for buses and larger vehicles.
Board member Rick Micklon raised concerns about the effect of a winding walking path along the pond.
“That path naturally would have no impact on the pond, but 200 to 250 people walking it on a consistent basis will beat it down to hardened soil, and that concerns me,” Micklon said. “You need to evaluate the impact and create measures to avoid impacting the pond.”
Simoneau agreed and said he will have his engineers address it.
Micklon also raised concerns over foot traffic created by a dock proposed for the development.
“I think Rick is right,” Planning Board Chairman Stan Brett said. “We need an engineered study on the path and dock.”
In light of not being able to do anything official on the application, board member Maureen Howard suggested the board inspect the site before its next meeting. It is scheduled for 5:30 p.m. Sept. 14.
The next board meeting is Sept. 21.
