Special vehicle registration placards for handicapped persons will be provided by one of several new motor vehicle related statutes which will go into effect at midnight Thursday. Other laws taking effect concern tractor trailer lengths, farm equipment use, high-speed chases, and license plates for auto dealers and 100 percent disabled veterans. Previously the law regarding special plates for the handicapped read that the plates would only be issued to registered vehicles, but the new law makes it possible for a handicapped person who does not have a duly registered vehicle to receive them. It is also possible for the spouse, parents, or legal guardian of a handicapped person to be issued the special registration, as long as the vehicle is used principally by a handicapped person.
