LISBON – Voters will convene for a special town meeting at 7 p.m. on Tuesday at the new Community School gymnasium to consider eight articles.

Residents will be asked to designate a municipal development and tax increment financing district and adopt the development program on behalf of Gendron Realty, for the construction of a new mall on Route 196 on the former Building Materials property. The mall would house a new Food City grocery store, a Sam’s Italian Sandwich Shop and a Dunkin’ Donuts, and at least two other businesses. It is set for completion next year.

Another article seeks voter approval of a TIF and adopt the development program for G & C Realty LLC.

Also on the warrant is a request to transfer $30,298 from the undesignated fund balance to pay additional hydrant rental costs due to a water rate increase that will go into effect on Oct. 10. Both Selectmen and the Advisory Board recommend approval.

Expected to generate lively debate is a proposed four-page noise ordinance that will set maximum decibel standards for noise that lasts more than 15 minutes per day. The ordinance divides the town into three areas with different noise levels allowed and specifies varying levels on weekdays and nights, and on weekends and holidays.

Voters will also be asked to authorize spending $10,000 that was approved by town meeting in May as matching funds for the comprehensive plan update, in conjunction with in-kind labor by Androscoggin Valley Council of Governments and town employees; to accept as town roads Beech Street, 2,650 feet; Cedar Court, 650 feet; and Hemlock Street, 330 feet.

Also to be decided is whether to amend the Pine Tree Development Zone development plan that was approved at the May town meeting, to include two additional parcels within the zone, Longchamps LLC, 128 acres; and Capital Avenue Industrial Park, consisting of two Eastland Shoe Co. lots and one town lot for a total of 7.89 acres.
