WILTON – A Wilton man was charged with theft and indecent conduct that allegedly included theft of woman’s underwear and exposing himself to others.

Wilton officer Robert Cole summoned Joshua Hiscock, 21, on Oct. 23, after a series of complaints reported between Aug. 25 and Oct. 23 of inappropriate behavior, interim Wilton Police Chief Ed Leahy stated in an e-mail.

Those complaints were reports of a male in a maroon car “flipping off” people; a male in maroon car exposing himself; woman’s underwear stolen off a clothes line, twice; and a man in maroon car following a woman and making rude comments while she was walking.

Teamwork sometimes pays off, Leahy stated.

Residents played a part in the cases by not tolerating this type of behavior, Leahy said, and reporting it to the police.

In the missing underwear case, a family borrowed a video camera and videotaped a male stealing another pair of underwear off their clothesline.

Leahy said he took the tape to Tim Hupp, director of the Media Center at University of Maine at Farmington, who made still pictures of the suspect from the tape for the Police Department.

One of the women who was a victim of the indecent conduct said the picture looked like the same man, Leahy stated.

Officer Cole found the vehicle after the last complaint on Oct. 23, Leahy said.

Cole and officer Terry Warren spoke to Hiscock, who denied the theft, until Warren showed him the pictures, Leahy said.

“He then admitted to stealing the underwear,” Leahy stated.

People and police working together are what solved these incidents, he added.

Hiscock was issued a summons to appear in Farmington District Court on Jan. 26, 2005.
