OTISFIELD – The Planning Board will hold a public hearing at 7 p.m. Tuesday on plans to develop a youth camp and religious retreat center on Saturday Pond.

Tuesday’s meeting at town hall on Route 121 will be the first public hearing on the plans, Planning Board Chairman Stan Brett said. Board members walked the site over the weekend.

The project was proposed by Dan Simoneau in June, for the nonprofit Manasseh Inc., which has bought 156 acres on the pond. He plans to build several buildings on the property to house 200 to 250 people at a time for religious retreats and youth camp sessions.

Parking lots, a horseshoe-shaped dock, playing fields and a winding walking path are also part of the plans.

Simoneau has met at least twice with the board, but Tuesday will be the first time the public will be allowed to comment, Brett said.

The board has indicated in prior meetings that it would like to see a review of the environmental impact of the development on the pond, as well as other engineering studies. When Simoneau appeared before the board in June, it ruled the plans incomplete because the application fee had not been paid.

Selectmen have also raised questions about the state requirements for a group to be recognized as nonprofit. Manasseh has not applied for nonprofit status for the property.

Simoneau has said that the campers will be charged weekly, but that most of the staff will be volunteer.
