RUMFORD – A Rumford man was summoned on animal cruelty charges Monday following an investigation into the condition of a Siberian husky that later had to be euthanized.
Rumford animal control officer Marsha McKenna summoned Richard Masterson, 54, of 210 Hancock Street, for cruelty to animals, failure to provide medical attention and having an unlicensed dog.
He was also ordered to pay $130 restitution to the town of Rumford for a veterinarian exam, euthanasia and cremation. She said a suitable fine was being worked out with the cooperating dog owner.
McKenna said late Friday afternoon that she began investigating after receiving complaints of a husky that had been kept outdoors without food, water and shelter for several days.
Masterson, she said, voluntarily surrendered to her his 9- to 10-year-old dog, which weighed 29 pounds.
“The dog was just bones, and its coat was not kept,” McKenna said.
McKenna said she took the husky to a Rumford veterinarian who determined the dog had either developed heart and organ problems from malnourishment, or that malnourishment was caused by the heart and organ ailments.
The dog was euthanized, she said, after the veterinarian determined it could not be saved.
McKenna said Masterson had the dog for five years without incident.
“I don’t understand why he wouldn’t take it in for a checkup,” she said.
