PHILLIPS – A 38-year-old Phillips man was issued a summons Nov. 23 after he reportedly had unlawful sexual contact with a 15-year-old girl.

Jeffrey A. Abbott touched the breasts and buttocks of the girl on several occasions, said Detective David St. Laurent of the Franklin County Sheriff’s Department.

St. Laurent said Abbott was summoned to court rather than arrested because he was no longer an immediate threat to the girl.

Upon conviction, the charge carries a maximum penalty of one year in jail, St. Laurent said.

Abbott is to appear in court Jan. 26.
