AUBURN – Listing the city’s accomplishments of the past two years, Mayor Normand Guay said he was confident about its chances for the next two.
“We are succeeding in changing our image as a tired old mill town, not just in Maine but in all of New England,” Guay said Monday night as he was sworn in to his second term as mayor.
Guay joined the newly elected City Council and School Committee members at the city’s inauguration gala in the Fairview School Gymnasium. He pointed to the recently completed Auburn Hall, the new Hilton Garden Inn and the city’s success at getting federal Foreign Trade Zone status as successes of the outgoing council.
That streak should continue, he said, as work on the new Auburn Public Library continues, a new elementary school project begins and the community begins working on a new city charter.
He expects equally big things out of the commission he formed with brother Lionel Guay, mayor of Lewiston, to look at ways to combine city services.
“No one knows what their recommendations are going to be,” Guay said. “I’m sure that some will view their replications as radical, the merging of police, fire, public works or any department. But our function as leaders is not to be parochial. Our job is to furnish important services to our community the best way we can.”
School Committee Chairwoman Cathy Constantine pointed to some difficult trends for the next few years, including stricter state and federal requirements on graduates and tighter budgets.
“This term may be more challenging than we have imagined,” Constantine said.
In past years, the School Committee met immediately after the inauguration to select its leader. Constantine said the committee decided to skip that this year, and put it on Wednesday’s agenda.
Constantine said she planned to seek another term as chairwoman.
Ward 1 City Councilor Bethel Shields said she would not return to the School Committee as Guay’s representative.
“That’s a tough job, and she’s done it for several years,” Guay said.
Shields said she would serve instead as the council’s representative to the library and Auburn Water District. Newly elected Ward 3 Councilor Eric Samson will represent the City Council to the School Committee.
