FARMINGTON – Planning Board members voted not to approve a controversial site review application for a proposed parking lot at 121 Pleasant St. Monday night.

The vote was unanimous and board members said the site’s entrance was not a grandfathered throughway and that it did not meet the 10-foot setback requirement and 24-foot access width requirement.

The owner of the property, Loretta Bard, along with abutters Daniel and Josephine Fisher, were on hand for the meeting, and each presented their side. Bard claimed that the land she hopes to turn into a driveway had been used as a road for many years, while the Fishers disagreed and stated that it never was used as a road.

Planning Board members also had their concerns about the parking lot. The structures in question are separated by 17 feet, with the roofs of both buildings tilting down into the area between them. Since Bard’s property is higher than the Fishers’, drainage was a concern.

Chairman Herbert York also questioned whether the project could be done without causing adverse effects to the abutters and the owner.

“We just went to determine the best and safest way to go about his,” said York.

Retaining walls, snow removal and drainage were also discussed, but were put on the back burner because of a possible appeal by Bard.

In other news, board members also decided to table a site-review application for a four-unit apartment building at 296 High St.
