BETHEL – Two subdivisions were granted final approval by the Bethel Planning Board on Wednesday.

The Mountain Valley subdivision, overcoming complaints from abutters concerned about fencing and storm water runoff, was approved first with a 5-0 vote.

Chairman Al Cressy and board members Nancy White, Larry Engdahl, Rocky Freda and Jan Baker were present and voted in favor of the project.

Some questions were raised about an outstanding approval of the project’s storm water drainage plan, expected from the Maine Department of Environmental Protection. Bob Berry of Main-Land Development Consultants told the board that the DEP has approved the drainage plan, and a permit is pending.

Cressy seemed hesitant to grant final approval for the project without the DEP permit, but Berry reminded the board that the permit is required for the project to go forward.

“The DEP conditions don’t impact your conditions,” Berry said. “We have to have both of them. (The) DEP is a separate authority by the state, and you know we have to do what they say.”

Cressy acknowledged that a developer is required to get all necessary state permits before starting a project, and the board voted.

Plans for the Mountain Brook Estates subdivision passed more smoothly.

After going over the project’s history, the board briefly hesitated when noting that a state permit has not been issued for stream crossings and the impact on wetlands at the site.

This time, Darryl Brown of Main-Land Development Consultants took the floor. He mentioned the approval of the Mountain Valley subdivision and said, “If you approve this project, and we hope you do we know that we have to get the permits to cross the stream.”

The board voted 5-0 to approve the subdivision after agreeing that there were no other outstanding issues.

As of 8:30 p.m., the Planning Board was in the process of reviewing plans for the Paradise Pines subdivision. Discussion of the Hide-Away-Hills subdivision was also expected.
