SUMNER – Selectmen signed a resolution to adopt the Oxford County Pre-Disaster Mitigation Plan, which is required for towns to receive federal money for natural or man-made disasters.

“The reason I’m willing to go along with it is because by signing it we’ll be able to be eligible for those grants,” board Chairman Clifford McNeil said.

Some board members questioned whether accepting the plan would require the town to create new codes or ordinances.

In other business, Town Clerk Cyndy Norton told selectmen that two residents have claimed to be unaware that the town requires a building notification on new construction or remodeling.

“I just don’t understand why citizens are unaware of this,” Selectman Mark Silber said. He said residents are reminded of the requirement in their tax bills and that the notification form can be downloaded from the town’s Web site.

Silber suggested that the town should adopt a building permit requirement, saying, “We have no way of enforcing” the notification system.

Currently, residents can be fined 10 percent of their assessed property value for failure to notify officials of new construction or remodeling work.

A reminder of the building notification requirement will be included in the town’s January newsletter.

In other business, McNeil reported that Richard Flewelling of the Maine Municipal Association had reviewed the proposed bylaws for the Arrabine J. Dunn Relief Fund. He said he thought they “needed a little bit of editing,” McNeil said.

Selectmen said the next step is to have the fund accepted at a town meeting. The original donation was made to the Fire Department, but once responsibility for the fund is given to the town, the money must be formally accepted.
