• Jan. 11, 1 p.m. – A Rumford resident reported a domestic assault in progress at her Oxford Avenue residence. Following an investigation, Randall Chapman, 27, of Oxford Avenue, was arrested and charged with one count of misdemeanor domestic assault against his wife, and two counts of felony domestic assault against two daughters who are under 6 years of age.
Chapman failed to post $5,000 cash bail and was transported to Oxford County jail in Paris. He is to be arraigned on March 1 in Rumford District Court.
After being release from jail, Chapman was then summoned for violating conditions of release at 12:30 p.m. on Jan. 13, and is to be arraigned on the same date at the same court.

• Tammy L. Welch, 30, of Rumford, on a charge of violation of conditions of release, at 2:30 p.m. on Jan. 17 on Cumberland Street. She was transported to Oxford County jail. She is to be arraigned on March 1 in Rumford District Court.

• Steven Marston, 28, of Rumford, on a charge of operating an unregistered motor vehicle, on Jan. 18 on Hancock Street.
• Andrew Sickles, 28, of Carmel, on charges of illegal possession of marijuana and illegal possession of drug paraphernalia, on Jan. 15 on Route 2.
• Roadrunner Taxi, of Rumford, on a charge of violating a town ordinance by failing to renew its license to operate a taxi service at the start of the new year, at 8:30 a.m. on Jan. 14 on Congress Street.
• Matthew Conover, 19, of Shelton, Conn., on a charge of illegal possession of alcohol by a minor, on Jan. 14 on Rumford Avenue.
• Philip Giambanco, 19, of Massapequa, N.Y., on a charge of illegal possession of alcohol by a minor, on Jan. 14 on Rumford Avenue.
• Ronald Harding, 41, of Rumford, on a charge of violation of conditions of release, on Jan. 12 on Falmouth Street.
• Roy Brown, 28, of Rumford, on a charge of theft for allegedly stealing a garbage can full of returnable bottles, on Jan. 12 on Cumberland Street.
• James Lynch, 38, of Mexico, on charges of operating after suspension, illegal attachment of plates, and operating an unregistered motor vehicle, on Jan. 11 on Lincoln Avenue.
