He was born in Presque Isle, on March 23, 1923, the son of E. Vivian Higgins and Viola (Coffey) Higgins. He served in the United States Army Air Corps, and retired from Maine Public Service after 37 years of service.

Higgins and his wife, Marion, of Rocky Mt., Va., Darla Coglitore of Bangor, and Debra Weeman and her husband, Curtis, of Auburn; a half brother and half sister, M. Keith Higgins and Constance Parker, both of Presque Isle; and several grandchildren and great-grandchildren. In addition to his family, he leaves many wonderful friends and caretakers from The Meadows, in Greene, and Bolster Heights, in Auburn. He was so very fortunate to have been cared for by such compassionate people.

The entire family would like to give special thanks to the nursing staff of Marshwood Rehabilitation Center for the professional and compassionate care given to him during his brief hospitalization.
