AUGUSTA (AP) – Bills to restore water quality, enlighten home buyers and protect the homeless are among those being signed into law by Gov. John Baldacci as the Legislature works toward adjournment.

Baldacci will sign a bill directing state environmental officials to take further steps to reduce algae blooms in the Gulf Island Pond section of the Androscoggin River north of Lewiston.

Among other things, the new law will require a study to determine the Gulf Island Pond dam’s impact on algae blooms. The signing, scheduled for Thursday, was postponed because not all of the participants in the ceremony could attend.

The bill survived legislative review as another water-quality proposal, which sought to raise water classifications for the Androscoggin and St. Croix rivers, was rejected. Legislation enacted last year allowed the two rivers to meet lower standards than other Maine waterways.

A bill that takes steps toward protecting homeless Mainers was signed into law on Wednesday. The new law will call for more training at the state police academy on reporting crimes against the homeless, a group that law enforcement officials have recognized as vulnerable targets of violent crimes and harassment. New police would also receive training on how to deal with homeless victims and witnesses.

Baldacci on Thursday ceremonially signed legislation that broadens disclosure requirements for residential mortgage loans.

With private mortgage insurance companies getting increasingly involved in mortgage brokerage activities, more residential mortgage customers are losing an option to get combination loans, which can save them money, according to the bill’s supporters.

The bill signed by Baldacci requires disclosures to make it clear that alternatives exist. The bill was signed into law last month.

In addition, the bill requires underwriters of mortgage loans on residential property that are also in the business of private mortgage insurance to disclose that connection to mortgage loan applicants.
