WILTON – A five-lot subdivision proposed for Village View Road does not conform to state or municipal zoning plans, according to Paul Montague, code enforcement officer.

The plan doesn’t conform to the town’s comprehensive plan or subdivision ordinance, and Planning Board members voted to not accept the plan as complete at their meeting Thursday. At least two items are not being handled to their satisfaction: Erosion control and traffic are both concerns that the board says need to be addressed.

Property owner Adam Mack, who also owns the former mill below the steep slope where the subdivision would be located, does not plan to build on the property but hopes to sell the lots individually. But Planning Board members were concerned that individual landowners would not carry out the soil erosion plan for the subdivision.

Also of concern was the lack of a traffic study for the road.

The town ordinance requires a single access road for subdivisions rather than individual driveways. Currently, the plan indicates individual driveways. An access road might not be possible due to the shape of the lots and a resource protection zone on the Wilson Stream side of the property.

Developers provided a traffic study on a road “similar” to that of Village View Road and anticipate an additional 50 trips daily from the development. But board members said they would like to see a traffic study specific to Village View Road. A traffic study could cost up to $3,000, according to developers.

In the end, the board deemed the preliminary application incomplete.

“If it isn’t done properly, it isn’t complete,” board Chairman Keith Swett said Friday.
