I must congratulate the state Legislature on its courage to reach way beyond the many necessary and vital needs of the state to pull up and enact a truly trivial law, the fee for selling dogs that are not neutered or spayed. The people who should be paying such a fee are those who have dogs or cats and drop them in the woods or abandon them in our communities.

Animal control has limited resources, so only focuses on dogs and allow cats to populate to cities until they overwhelm neighborhoods before communities are forced to act.

All of Maine’s dogs and cats must be registered, and all owners must share the expense of a healthy animal population.

If the Legislature cannot enact fair laws, then it should not enact penalties for those who are operating an honest business.
