Do the plans allow citizens to stay home (if they are informed), or can counties force evacuations?

It depends on the incident. Sometimes sheltering in place is a better alternative than to move people. People have to realize they need to do their part and be prepared for emergencies.

The other thing is if citizens have to evacuate and they refuse to leave they’re not just endangering themselves, they’re endangering emergency personnel.

The county cannot force an evacuation, but law enforcement can make that order.

Are there provisions to absorb refugees from other emergencies (like Katrina) in each county?

Yes. We need to address being ready to handle evacuees from other places.

What will revisions cost?

I can’t put a dollar figure on it.

We can’t do it alone. Citizens need to be prepared. They do recommend that people should be at least self-sufficient for 72 hours.

It’s definitely going to cost money… But it’s a hard thing to a put a dollar sign on it. It’s time, effort…

What do you perceive to be the greatest natural or man-made threat to our counties?

Natural disasters: Flooding is definitely there. High winds, power outages, weather-related hazards. The possibility of terrorists coming over the border is there, but someone getting on the Internet and learning to wreak havoc is more of a threat.
