LISBON – Forty percent of Lisbon’s eligible voters turned out Tuesday, approving the adoption of the town’s first charter, 1,535 to 1,021.

The new charter establishes a council-manager form of government, replacing the current selectmen-manager-town meeting system.

However, the new council will not be elected until the annual municipal election on May 13, 2006, and elected councilors will not take office until the start of the new fiscal year on July 1.

The final annual town meeting will take place in May and selectmen will continue in office until the new council takes over. For the first year, the new council will be operating on the budget that will be approved at the final town meeting.

The charter calls for the election of seven council members and seven budget advisers. Three will be at-large seats and two from each district for both panels, according to Town Clerk Twila Lycette. She was enthusiastic about the coming changes.

“It’s exciting for us,” she said.

A total of 2,623 voters turned out.
