Richard Hannibal of Fayette was promoted to command sergeant major, Maine Army National Guard. Hannibal is serving in Operation Enduring Freedom, Afghanistan. He has been conducting combat and stability operations around the country with the Afghan National Army.

The rank command sergeants major is the epitome of success in their chosen field, in this profession of arms. There is no higher grade or rank, except sergeant major of the Army, for enlisted soldiers.

The command sergeant major carries out policies and standards of the performance, training, appearance and conduct of enlisted personnel. Hannibal and his wife, Linda, reside in Fayette.

David Frahm of Bangor was promoted to sergeant first class, Maine Army National Guard. Frahm is serving in Operation Enduring Freedom, Afghanistan. Frahm has been conducting combat and stability operations around the country with the Afghan National Army.

Frahm is a graduate of Mt. Blue High School in Farmington. After enlisting in the 82nd Airborne Division, he joined B Co. 3-172nd Infantry Battalion (Mountain), Maine Army National Guard.
