LISBON – In a 15-minute special town meeting Tuesday night, residents approved three articles dealing with the transition from a Board of Selectmen to a town council form of government.

Last year, voters approved changing to a town council as of July 1, the beginning of the new fiscal year. Tuesday night’s vote extended the current selectmen and Advisory Board terms until June 30 when the new town council takes office. Councilors will be elected in May.

Voters also extended the terms that would have expired in May to the first Monday in December after the November election in 2007 and 2008. Thereafter, all School Committee terms will commence on the first Tuesday after the first Monday in December.

Terms of the water commissioners were not addressed as that panel falls under that state Public Utilities Commission rules, and changes will be made by the Legislature and later ratified at the town level, Town Clerk Twila Lycette said. It is anticipated that will take place prior to the November election, and that those positions will be filled at the November election.

A red-faced Lycette, whose birthday was Tuesday, was taken by surprise when the meeting took time out to sing “Happy Birthday” to her.

J. Michael Huston moderated the meeting, with about 20 in attendance.
